Strange Smart 451 airbag poblem !

hi, i've a smart 451 with a strange airbag problem, the bulb is on , on the dashboard, all car is 0 default !! just ONE thing that seem strange, is that there is different VIN numbers on AIRBAG SAM and INSTRUMENT !! can someone confirm that difference in vin can cause such problem?!
